Where Saudi property transaction data comes from, and what each source gives you

Registered sale prices in Saudi Arabia are recorded by two bodies: the Ministry of Justice notary system and the Real Estate Registry (RER). The public can look up single properties on the Ministry's SREM platform, read aggregates on REGA's indicators platform, and download quarterly Ministry files from the open data portal. Bulk, cleaned, transaction-level files are what commercial services add, including this one.

Page updated: 14 October 2026.

How a sale becomes a record

A sale is first a notary deed at the Ministry of Justice. Since May 2023 the Real Estate Registry has been registering property titles zone by zone. On 19 May 2026 the Real Estate General Authority (REGA) and the Ministry said that all real estate transactions in Riyadh would now be processed only through the Registry (Argaam, 19 May 2026). The rollout is meant to extend to other cities as they are ready.

A file built from Ministry records may therefore hold fewer deals for places that have moved to the Registry. Our coverage page shows what that looks like in our own counts.

Which source for which job

What the raw Ministry files look like

The source files come in three different layouts with Arabic-only headers. They spell the 13 regions more than thirty ways, carry dates in Hijri and Gregorian forms, and one quarter was republished under the wrong year. We remove 47,198 duplicate rows, translate place names and add price per square metre. Ministry fields pass through as published.

Some deeds record a nominal price or a programme price, so a few thousand riyals for a large plot is a real entry and not an error. The datasets page lists the other points to check before you model.

Questions

Is Saudi transaction data free?

Parts of it are. REGA publishes aggregates without a login, SREM offers a property lookup behind a Nafath login, and the open data portal publishes quarterly Ministry files. What commercial services charge for is cleaning, one stable layout and bulk access. Our free sample and free API key show the result before you pay.

Does it include Riyadh after May 2026?

Our Riyadh counts fall sharply from 2025: 15,626 deals in 2025 Q1 and 1,675 in 2026 Q2. The Registry change is the most likely reason. We have not measured how many sales are missing from the Ministry's files. Treat our Riyadh series from 2025 as incomplete, and check REGA's indicators for Riyadh volumes. See the coverage page.

Why do totals differ between news reports and the Ministry files?

Sources count different things. Some include Registry deals and some do not. Some count sales only and some count every deed transfer. Some cover residential property and some cover everything. Calendar years and quarters also differ. Compare the definition before you compare the number.

Can I use the data commercially?

Yes. The Ministry of Justice publishes these records under the Saudi Open Data License (version 2.0, March 2023), whose section 5 states that the rights it grants expressly include commercial use. You must credit the source. What you pay us for is the cleaning, one consistent layout, the API and updates.
